Governance

NBR’s operations are governed by the Board of Directors, a nationally prominent group of leaders with long-term interests in the Asia-Pacific region. NBR’s research agenda is developed in consultation with the Board of Advisors, which consists of experts from research centers, universities, and corporations.

Arnold F. Wellman

Corporate Vice President, Public Affairs
UPS

Arnold F. Wellman has served on NBR's Board of Directors since 2001. He has been employed by UPS for 30 years. As Corporate Vice President, Public Affairs, Mr. Wellman is responsible for all domestic and international government affairs activities for UPS among over 200 countries and territories that UPS serves. UPS has government affairs offices in Canada, Germany, Belgium, Mexico, France, and Singapore in addition to its domestic and Washington, D.C. offices.

Like all senior UPS executives, Mr. Wellman built his career in UPS operations where he spent six years in northeast hub operations, one year in customer service, one year in human resources, and two years as Manager of Integrated Package Operations for the Virginia/Maryland area. As Manager of Package Operations, Mr. Wellman gained direct experience in coordinating all aspects of UPS’s intermodal operations, including air, truck, and rail.

Mr. Wellman currently serves on the Board of Directors of the Transportation Research Board, US-ASEAN Business Council, the National Center for APEC, and the Public Affairs Council. Mr. Wellman is also a member of the Executive Committee of the United States Council for International Business.

In addition to his 30 years with UPS, Mr. Wellman served three terms (1977–82) as a state legislator from Connecticut’s 76th assembly district. He was born and raised in Connecticut and is a graduate of Southern Connecticut State University.
